The charge adapter has a built in fuse to prevent any damage to your Axim should there be problem with the electrics on your vehicle and it also prevents your Axim's battery from overcharging. The sync cable, when used on its own, is an alternative to a sync cradle and charger which are bulky and can't be carried around as easily as the cable.
